Are directories still relevant ?

    They are indeed. Its just that there are several directory content management systems which are making mass code for directories and most of them are very dull.
    But if you make content more interesting and useful then there is no way that directory should not be relevant.
    Very good example is yelp, where people post reviews and comments and at Eurohttp you can't see that. But there are other factors which play a role.
    Not just that you need to make content more interesting but provide features which can be useful to others. Especially if you specify an area in which you work in.
    For example if you have a directory which holds sites witch cheap products the content is relevant and that is exactly what people search for.
    As stated above the thing is that most directories are cms based. CMS stands for mass production of code for websites in short.
    And most of those cmss are pretty old. Some are rarely updated. When you make your own code you can add interesting stuff. There are plenty of reasons to make directory active and relevant. Especially if you provide a code where users can play a role of directory statistics such as view of specific links, page views and poll.

    Are you talking about SE where no one will ever find you compare
    to directories where you will be listed at the most on 2nd page?

    Who else but directory would give link to some freshly baked useless site?

    Lycos, AltaVista, Webcrawler and half of dozen of SE where around
    5 years before Google come up
